Technical Standards, Safety & Service Quality
BYERA sets and enforces technical standards, safety requirements, and service quality rules to ensure electricity services in Bayelsa State are delivered in a manner that is safe, reliable, and consistent with public interest. Under the Electricity Law, 2025, BYERA is empowered to adopt/adapt and enforce environmental, safety, and quality standards; introduce and enforce codes and standards; and specify/enforce standards for the safety, quality, continuity, and reliability of service by licensees.
What this service covers in practice
1) Technical codes and industry standards
BYERA develop and enforces codes/standards that guide how electricity infrastructure is designed, installed, operated and maintained, so that operators follow consistent technical rules and reduce failures.
2) Safety and environmental compliance
BYERA adopt/adapts and enforces environmental, safety, and quality standards, in consultation with relevant authorities, to reduce risks to life, property, and the environment.
3) Service quality, continuity, and reliability
BYERA specifies or enforces standards relating to safety, quality, continuity, and reliability of service by licensees, so consumers can expect minimum performance and operators are accountable for outages, poor power quality, or unsafe practices.
4) Performance monitoring and corrective actions
Standards are only meaningful if monitored. BYERA’s framework includes performance oversight and the ability to issue directives to ensure compliance with licence conditions and standards, and to apply sanctions where needed.
5) Grid code alignment (where applicable)
The Law also provides for specification of a State Grid Code consistent with the National Grid Code, supporting orderly system operations and technical coordination.
