BYERA supports sector development not only through licensing and enforcement, but also by creating conditions that encourage investment, improve market efficiency, and enable cleaner energy solutions in Bayelsa State. Under the Electricity Law, 2025, BYERA is empowered to advise the State Government on key electricity-sector matters (including competition, efficiency and investment promotion), and to promote co-generation and renewable energy through measures that support grid connectivity and sale of electricity.

What this service covers in practice

1) Policy advisory support to Government

BYERA advises the Bayelsa State Government on electricity-sector issues such as: promoting competition, efficiency and economy in electricity activities; promoting investment in the electricity industry; restructuring/reform of the electricity industry where needed; and broader matters concerning generation, transmission, distribution and trading (or any matter referred to the Agency).

2) Creating an investment-enabling environment

Through rulemaking, market oversight, licensing clarity, and transparent processes, BYERA helps reduce uncertainty for investors—so project developers and financiers can better understand obligations, approvals, and performance expectations. This supports bankability and sustainable service delivery.

3) Renewables and co-generation support

The Law empowers BYERA to promote co-generation and renewable energy by providing suitable measures for: connectivity with the grid, and enabling the sale of electricity to any person; and by specifying a percentage of electricity consumption (within a distribution licensee’s area) that should be purchased from renewable sources, where applicable.

4) Stakeholder engagement and partnerships

Investment enablement also depends on active engagement with operators, communities, development partners, and public institutions. BYERA’s advisory and coordination roles support dialogue that helps identify bottlenecks and practical solutions for delivering reliable power.
