Bayelsa State Electricity Regulatory Agency (BYERA)
BYERA is the statutory electricity regulator for Bayelsa State, established under the Electricity Law, 2025 as the State's apex regulatory body and designed to function as an independent regulator in carrying out its mandate. In practical terms, BYERA exists to ensure that electricity services delivered within the State are safe, reliable, affordable where applicable, and delivered under clear rules that protect consumers and support orderly market development.
To achieve this, BYERA provides a full range of regulatory services across the intrastate electricity value chain. These include issuing and administering licences and permits for electricity activities, developing and enforcing regulations, orders, guidelines and notices, and ensuring compliance with licence conditions through monitoring and enforcement measures. BYERA also supports a stable and transparent market by promoting competition and efficiency, determining applicable tariffs/charges where required, and overseeing key market conduct issues in the State electricity market.
Additionally, BYERA protects the public interest by setting and enforcing technical, safety, quality, continuity and reliability standards, and by providing channels for consumer protection and dispute resolution (including mediation of disputes and referral to arbitration where necessary). Finally, BYERA strengthens transparency and evidence-based decision-making by collecting, recording, and publishing sector information, including requiring licensees to provide and publish relevant data.
