Licensing & Permits
BYERA issues and manages licences and permits for electricity activities carried out within Bayelsa State. In practical terms, this means the Agency is empowered to grant, renew, modify, suspend, or revoke licences/permits, and to enforce compliance with licence conditions.
What issuing and managing licences/permits means for applicants and the public
a) Receiving and processing applications
We receive applications for the relevant licence/permit category and assess them against the requirements set by law and BYERA’s regulatory instruments. The Law authorises BYERA to set the procedures, forms, and requirements for applications and related approvals, and to issue the regulatory notices/guidelines needed to administer the process.
b) Granting approvals with conditions
Where an application is successful, BYERA issues a licence/permit with clearly stated conditions (e.g., scope of activity, reporting requirements, safety/quality obligations, consumer service obligations, and compliance expectations). BYERA also has authority to issue directions to ensure compliance with licence/permit conditions.
c) Renewals, variations (amendments) and other regulatory approvals
Licensing is not “one-and-done.” BYERA’s mandate includes managing the full lifecycle; renewals, changes to licence terms (modifications), and other approvals needed to keep operations aligned with market rules and public interest.
d) Monitoring, enforcement, and corrective action
BYERA’s licensing function is linked to oversight. Where a licensee breaches requirements, the Agency can apply regulatory measures up to suspension or revocation and enforce compliance through directives and sanctions where applicable.
